This api 89.19.215.16 refers to this address: Netherlands, North Holland, Amsterdam. On your site it is defined as the address: Russia, Moscow, which is not true.

did you try to reload wifi?

Other ip tools also show 89.19.215.16 as an IP address in Russia, are you sure it is in the Netherlands?
